Regular Meetings: Regular Meetings are held at 6:00 p.m. on the 1st and 3rd Monday of each month. These are meetings where action is taken on all agenda items. These meetings are open to the public and include a public participation section tilted call to the public.

Special Meetings: Special meetings are scheduled upon the direction of the Mayor. A special meeting is an open meeting to address specific items and issues. Special meetings may be scheduled independently of Regular meetings. These meetings are open to the public and include a public participation section tilted call to the public.

Emergency Meetings: Emergency meetings involving unforeseen circumstances such as disaster or impairment of the health and safety of the public are scheduled upon the direction of the Mayor. The meeting is an open meeting to address specific items and issues and may be scheduled independently of a regular meeting. It should comply with the Open Meeting Law as much as possible in light of the emergency situation.

Work Session: Work Sessions are set to discuss Town issues, to provide information, and usually include briefings and presentations. Work Sessions are held when necessary. Work Session may be scheduled independently of a Regular meeting, typically on Mondays when Regular meetings are not scheduled. These meetings are open to the public but do not include a public participation section tilted call to the public.

Executive Session: Called as necessary. These meetings are not open to the public and there are only seven categories of topics that may be discussed (as defined by State Statute). Any action to be taken relating to the discussion held in Executive Session must occur during an open meeting and under a separate concise agenda item.

Public notice: Public notices provide for the posting of function at which a quorum of the Town Council may be attending, no action is taken as a result of the quorum being present.

Council Quorum: A quorum of the Council exists anytime four or more members of Council are together at the same time regardless of the occasion.

In addition to Council meetings, the Council serves as the Board of Adjustment and the Merrill Ranch Community Facilities District Board.

Unscheduled Public Appearance (Call to the Public) – If you would like to speak to the Council regarding an item on the agenda or an item within the Town’s jurisdiction, fill out a Public Comment card located at the back of the Council Chambers and hand it to the Town Clerk prior to the Council Meeting. Be sure to state your name for the public record. Limit your comments to three minutes.

Council will not take action on items that are not listed on the agenda. If items require Council action, the item is placed on a future Council Agenda.

Scheduled Public Appearance – In order to be placed on a Council meeting agenda, you must send a request in writing to the Town Clerk. The request needs to be received at least one full week prior to the Council meeting. The request should state who wishes to appear, their address and phone number, the specific topic or issue to be addressed, and any supporting information that may be relevant. Council may take any appropriate action on items scheduled on the agenda.
