Accountant

JOB SUMMARY
Positions assigned to this class are responsible for performing routine financial and accounting duties including reconciliations, journal entries, financial statements, reports and general financial functions. Incumbents should have some understanding of GASB, GAAP and cost accounting rules and regulations.

DUTIES AND RESPONSIBILITIES
This is the entry level professional classification in the financial services job family. This is the first professional level classification in a career progression in the financial services series. Demonstrates specific knowledge and follows established practices and processes. Work is designed to provide initial experience and training in an assignment requiring previous formal learning or equivalent training. Work is performed under the supervision of a more senior professional.

Examples of Duties:
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.

  • Maintains and reconciles a variety of ledgers and accounts; assists in reviewing accounting transactions to ensure accuracy; corrects financial records as necessary.
  • Maintains fixed asset records; creates and monitors internal controls, procedures, and forms for the recording of fixed assets; assigns identifiers to fixed assets; records fixed asset acquisition and dispositions; balances the fixed asset records to the general ledger; calculates depreciation; disposes of fixed assets according to established policies and procedures; prepares related audit schedules.
  • Analyzes and researches expenditures and revenues for proper accounting codes and required reporting; prepares claims, invoices, reports and reimbursements to/from vendors and agencies.
  • Reconciles general ledger accounts, subsidiary ledgers, and other accounting records; prepares journal entries; research accounting issues; recommends improvements to current processes.
  • Assists in the preparation of the Town’s Annual Comprehensive Financial Report (ACFR); interacts with external auditors.
  • Maintains policies and procedures for assigned responsibilities; plans, develops and trains personnel in job functions, processes and procedures.
  • Reconciles the Town’s bank accounts including cash, investments, and bond proceeds.
  • Participates in the preparation of tax forms and filings as required.
  • Performs related work as assigned.

EDUCATION AND EXPERIENCE
Bachelor’s degree preferred. A long tenure in an accounting position can offset this. Two years journey level experience in accounting; experience with fixed asset programs preferred; experience in governmental accounting preferred; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

CERTIFICATE, LICENSES AND REGISTRATIONS
Required:
• Must have and maintain a valid Arizona Driver’s License

Ability to work schedule required to fulfill duties of position. At times, individuals must be able to work in a fast-paced environment with ability to handle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate.

  • Principles and practices related to accounts payable and receivables.
  • Generally Accepted Accounting Principles and GASB;
  • Financial statement preparation.
  • Statistical analysis methods.
  • Research methods and techniques.
  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities.
  • Applicable Federal, state and local laws, codes, ordinances, rules and regulations.
  • Customer service principles.
