
Recreation Superintendent

JOB SUMMARY:
Assists the Community Services Director with the management and oversight of assigned staff. Organizes, plans, directs, manages, and evaluates the functions of the Recreation Division. Provides highly responsible, complex managerial support, executive-level assistance, and policy analysis to the department director on operational and departmental issues. Assists in formulating and implementing department policies, makes recommendations on operational and managerial problems, long-range plans, and programs. Performs related work as required or assigned.
Performs administrative work involved in leading, planning, organizing, maintaining, and directing activities and projects of the Recreation Division. Works with the director to develop short and long-term planning, programs, and budgets. Responds to requests from internal and external customers for recreation programs and services, special events, facilities and operations, and contractual employees.
SUPERVISION:
This position has supervisory responsibility.
DUTIES AND RESPONSIBILITIES:

Performs all other related duties, as assigned.
Assists in the administration of the Recreation Division by assisting in the oversite of year-round recreation programs and services through planning, coordinating, and supervising the development, and improvement of Town recreation programs and services. Ensures quality and timely accomplishment of assigned duties and responsibilities in compliance with department procedures and Town policies.
Assists in the development of department-wide contractual services ensuring long and short-range plans are implemented. Assists in the development of management plans for implementation of parks and recreation facility operations, and recreation programing practices and procedures for the recreation division.
Assists in the oversite of the recreation division budget by coordinating projects, requisitioning materials, supplies and equipment needed in the development and operation of recreation facilities and support services. Makes recommendations on long and short-term goals and objectives assuring projects and work plans align with the budgets and by supervising all programs and activities to ensure they operate within the given budget.
Reviews, analyzes, and evaluates the effectiveness of recreation programs and services in the community; coordinates with local and regional agencies to develop plans to meet the recreation needs of the community.
Researches, analyzes, and prepares reports on recreation programs and project status, revenue, expenditures, attendance, and accomplishments for town management, Town Council, community organizations, and the public.
Assists in the development, implementation, evaluation, and enforcement of department policies, procedures, and standards. Interprets, explains, and enforces federal, state, and local laws, rules, and regulations.
Assists in the development of high-quality public presentations, marketing and promotional materials that spotlight departmental activities and programs to senior management, Town Council, school officials, community service groups, and the public. Prepares publicity flyers, signs, posters, and calendars. Composes newsletters, news releases, and T.V. bulletins.
Serves as the recreation division liaison by attending Community Services advisory board meetings, Council meetings, and public meetings as required.
Assists in the direct supervision, motivation, and evaluation of part-time and full-time staff for the recreation division. Assists in the resolution of complex or sensitive issues related to employees, citizen issues/complaints, for the recreation division operations. Promotes excellent customer service skills in employees. Promotes and enforces safe work practices within the recreation division.
Performs periodic inspections of the community center, fitness center and senior center and other recreation facilities to ensure safety, and compliance with departmental guidelines.
Provides oversight of planning and coordinating aquatics programs in special events, aquatics, sports, senior, youth and adult programs at various locations.
Education and Experience Required:
Bachelor’s Degree in Community Recreation Administration, Physical Education, Public Administration, or related field plus four (4) years experience in coordinating and managing community recreation programs; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Two (2) years supervisory experience required; three (3) years preferred.
Certificates, Licenses, Registrations:
Required:
- Must have and maintain a valid Arizona Driver’s License, maintain automobile insurance coverage, and have access to an automobile.
Preferred:
- CPRP, and/or CPRE
- Water Safety Instructor (WSI) or have had training in the past
- CPRP, and/or CPRE
Other:
Ability to work schedule required to fulfill duties of position. At times, individual must be able to work in a fast-paced environment with ability to handle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate. Individual’s work hours must be flexible to perform duties during community special events.
Skills and Abilities:
- Demonstrated leadership skills with the ability to organize, coordinate and delegate tasks to assigned staff members.
- Must have the ability to establish and maintain outstanding working relationships with co-workers both in the Community Services Department and with co-workers in all Town departments.
- Ability to represent the Town effectively in a variety of settings with diverse community members. Skill in establishing and maintaining cooperative working relationships
- Must have a basic understanding of Aquatic Facility Operations.
- Must be able to work independently as well as work effectively with teams of co-workers
- Ability to perform simple math calculations including decimals, percentages, and understand principles of fractions
- Ability to read, write, and comprehend basic instructions and correspondence.
- Strong ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to manage multiple projects simultaneously.
Required:
- Proficient in Microsoft Office suite (OUTLOOK, WORD, EXCEL, POWER POINT, PUBLISHER)
- Typing 35 words per-minute
- Proficient in the use of Internet search engines
- Proficient in the utilization of social media for the promotion of the organization
- Proficient in the use of Adobe Acrobat
