Streets Superintendent

JOB SUMMARY:
Under the direction of the Public Works Director, plans, organizes, coordinates, directs, supervises the day-to-day operations of crews engaged in the maintenance, repair, and construction of the streets division. Prepares the maintenance schedules and ensures that tasks, and projects are completed and within budget. Responsible for maintaining adequate maintenance records, including as-builts and updates. This position also assists the Public Works Director in divisional planning, scheduling, and general administration.

SUPERVISION:
This position has supervisory responsibility.

DUTIES AND RESPONSIBILITIES:

  • Manages the day-to-day operations of the streets, and storm drainage operations to include installation, inspection, monitoring, maintenance, and repair.
  • Responds to emergencies as required.
  • Coordinates, schedules, oversees, and inspects all activities in areas of streets, and storm drainage; assures work is performed effectively and according to appropriate guidelines, procedures, and regulations.
  • Develops the yearly, monthly, and weekly scheduling of all maintenance for the streets and storm drainage divisions.
  • Monitors and evaluates the efficiency and effectiveness of service levels and delivery methods and procedures.
  • Directs, supervises, and when required, performs field installation, routine maintenance, and repair of drainage systems and street systems, electrical or telephone systems, and test installations or repair in accordance with established guidelines and standards.
  • Plans, organizes, coordinates, assigns, and evaluates the work assigned personnel, advises, assists, and trains subordinates as necessary; participates in hiring new employees and makes recommendations regarding the hiring, discussion, and termination of subordinate employees.
  • Assists in the preparation of operating procedures and methods accomplishing functions in a timely and cost-effective manner within limits of departmental policies and procedures.
  • Coordinates work with other crews, work units, and departments of the Town or regulatory agencies.
  • Identifies unsafe working conditions and acts to immediately correct; recommends improvements/revisions to safety rules and procedures.
  • Reads, interprets, and applies engineering drawings streets, construction, and maintenance.
  • Operates and instructs others in the operation of all equipment, tools, normally used by the department; directs, supervises, and/or performs maintenance and preventative maintenance on all department tools, equipment, and vehicles.
  • Oversees the maintenance of a variety of records relating to testing, inspection, maintenance, operation, and repair of equipment.
  • Analyses work progress records, efficiency of equipment and facilities and makes recommendations for improvements.
  • Plans operational procedures, system modifications, personnel, and equipment requirements.
  • Develops quality and productivity improvement capabilities to improve services and effectiveness and to remain competitive with the private sector.
  • Communicate with outside contractors and other agencies as necessary for proper operational control.
  • Develops and implements short- and long-range capital improvement facilities replacement; maintenance and preventative maintenance programs, inspect job sites for safety issues and proper personnel.
  • Interacts with engineering personnel for plan review and capital improvement projects and interacts with contractors.
  • Provide technical guidance and training, schedule safety and training sessions; monitor and discuss concerns, malfunctioning issues with appropriate personnel and develop actions to address issues; responds to emergency situations according to establish procedures.
  • Plan and develop maintenance and operations activities and schedules, estimate materials, time, and personnel requirements for work projects; prioritize and assign work to assigned staff.
  • Inspect the division’s work in progress and upon completion that projects are completed in compliance with codes, specifications standards, work orders and time schedules.
  • Assists in preparation of Town’s Capital Improvement Program
  • Perform scoping and cost estimating of Town’s transportation and drainage infrastructure facilities.
  • Reviews development proposals for conformance to Town’s master facility plans, Town ordinances and standards and makes recommendations for mitigation impacts.
  • Review plans and specifications and monitor construction of public improvements for residential, commercial, and industrial development.
  • Assists with planning, design, construction administration, and inspection of departmental capital projects.
  • Provide technical support to other Town’s departments and divisions with the Town’s Public Work Departments.
  • Assists in the preparation of the division budget; controls and monitors expenses; assure fiscal responsibility and cost accountability of established goals and objectives.
  • Interprets, explains, and enforces federal, state, county, and town codes, rules, and regulations.
  • Tactfully responds to citizen inquiries, complaints, concerns, issues, requests, and communicates with a variety of Town departments.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline, work processes and work cooperatively and jointly to provide seamless customer service.
  • May represent or act on behalf of the Public Works Director, representing both the Town and the Department.
  • Attend council meetings as necessary.
  • Performs related duties as assigned.

Education and Experience Required:
Graduation from high school or GED; Minimum of six (6) years previous public works experience, including at least three (3) years in a supervisory position; or an equivalent combination of education and experience.

Certificates, Licenses, Registrations:

Required:

  • Must have and maintain a valid Arizona Class B Commercial Driver’s License (CDL) with tanker endorsement.
  • Work-zone Certification; or be able to obtain within six (6) months from date of hire.

Other:

  • Ability to work schedule required to fulfill duties of position. Work involves choices of action within limits set by standard practices and procedures.
  • May be called upon to assist with divisions of Public Works or other Town departments.

Skills and Abilities

  • Knowledge of principles, and practices of operations management, including budgeting, organizational planning objectives, and employee supervision, training, and evaluation.
  • Knowledge of civil engineering and public works operations and municipal utility operations.
  • Knowledge of the principles and practices of public administration
  • Knowledge of materials, methods and techniques for the design, construction, maintenance and repair of streets, sidewalks, and public facilities.
  • Skill in establishing and maintaining effective working relationships with staff, elected officials, members of the public and outside agencies and organizations.
  • Skill in interpreting complex engineering design, drawings, plans, and regulations.
  • Knowledge of Town policies and procedures.
  • Knowledge of Federal, State and Town building and zoning codes.
  • Knowledge of management and supervisory methods and techniques.
  • Knowledge of budget management methods and techniques.
  • Skill in both verbal and written communication.
  • Skill in establishing and maintaining effective working relationships.
